The Green Retrofit Program (GRP)
The Illinois Housing Development Authority’s involvement in this program is strictly advisory.
The Green Retrofit Program (GRP) contained in the American Recovery and Reinvestment Act of 2009 (ARRA) provides direct grants and loans to eligible property owners to:
- make energy and green retrofit investments in the property,
- ensure the maintenance and preservation of the property, and
- continue the operation and maintenance of energy efficiency technologies.
Eligible applicants include owners of properties receiving project-based assistance pursuant to section 202 of the Housing Act of 1959 (12 U.S.C. 17012), section 811 of the Cranston- Gonzalez National Affordable Housing Act (42 U.S.C. 8013, or Section 8 of the United States Housing Act of 1937, as amended (42 U.S.C. 1437f).
All electronic applications for the Green Retrofit Program for Multifamily Housing received through August 23, 2009 will be allocated or placed on a waiting list according to the regional and property type ("section of the act") limitations as described in Housing Notice 09-02, Section IV.A. All applications received beginning August 24, 2009 will be allocated or waitlisted without regard to regional or property type limitations.
